San Diego STR Regulatory Risk

San Diego's STRO (Short-Term Residential Occupancy) ordinance, effective May 2023, requires all hosts to hold one of four license tiers. Tier 3 and Tier 4 (whole-home) licenses are capped at roughly 1% of total housing stock, with Mission Beach treated as a separate carve-out. Future regulatory changes, license expirations, or non-renewals may affect whether a property currently used as an STR can continue to operate as one.
